Date & Time is a free shell extension for Windows 95/98 and Windows NT. It adds a new page to the Properties dialog for files that lets you interactively change the date and time for files. You can change the date/time a file was created and/or last modified. To activate, right-click on a file, and click on Properties in the context menu. You’ll see the usual Properties panel with a new page named Date & Time. More.

Chgname changes the file names, character case, dates, times and attributes, and will set all file date and time stamps progressively (created, modified, and accessed). It will enumerate large number of files with similar names (like name001.ext, name002.ext). Use wildcards, or edit filenames individually. Chgname shows a preview of all the filename changes.
